PAX is an open event for the first ~60,000 people to buy a ticket. Tickets go on sale around November. There are certain passes for the press available that get you in a little earlier and can score you some interviews. A lot of developers are also just walking around the floor and don't mind stopping to talk. Other events such as the Hawken party are invite only (some spots are open). I recommend frequenting sites for games you love. The forums often are full of information on how events like these.
